Since 1984, John J. Morrison has focused his law practice on representing individuals and companies with tax problems, including: tax litigation, disputes with the Internal Revenue Service and other tax authorities, and civil and criminal tax investigations.  

Mr. Morrison graduated with honors from the DePaul University College of Law in 1978 and began in the Chief Counsel's Office of the Internal Revenue Service in Chicago.  He spent six years as an attorney for the IRS representing the Commissioner of Internal Revenue, before the United States Tax Court.  Mr. Morrison  advised on criminal investigations, IRS examinations and collection matters.  In August of 1984 the Deputy Chief Counsel of the IRS awarded Mr. Morrison a Special Achievement Award.  

Mr. Morrison has testified as an expert witness in proceedings before the U.S. District Court and other  Administrative proceedings.

He has been admitted to practice law before:  

  • The United States Supreme Court;
  • The Supreme Court of Illinois;
  • The U.S. Court of Appeals for the Seventh Circuit;
  • The U.S. Tax Court;
  • The U.S. District Court for the Northern District of Illinois;
  • The U.S. District Court for the Eastern District of Wisconsin;
  • The U.S. District Court for the Eastern District of Michigan; and
  • The U.S. Court of Federal Claims.

In addition to his practice, Mr. Morrison has taken an active role in the legal community.  He is a member of the American Bar Association, the Federal Bar Association, the Illinois Bar Association, the Chicago Bar Association, the Tax Section of the American Bar Association, and the Federal Tax Section of the Illinois State Bar Association.

Mr. Morrison has been a member ofthe IRS District Director's Liaison Committee in Chicago since 1988. He has been a member of the Board of Directors for the Chicago Chapter of the Federal Bar Association (1989-1999).  Mr. Morrison also served: on the Judicial Selection Committee from 1996 until 1998; as the Chair of the Tax Committee for the Federal Bar Association; and as the Chair and Vice-Chair of the Procedure and Administration Division of the Chicago Bar Association's Federal Taxation Committee (1986-1988) 

Mr. Morrison has also taken an active role in helping to educate members of the legal community and the general public.  In 1992 he acted as the Program Chairman and Editor of the Federal Tax Controversies for the American Bar Association/Federal Bar Association.  He has also co-authored articles for continuing legal education.  In 1983 he co-authored an chapter entitled "Tax Court from the IRS Perspective" for FEDERAL CIVIL TAX PRACTICE.  In 1987 Mr. Morrison co-authored two chapters, "Offers in Compromise" and "Jeopardy and Termination Assessments," for FEDERAL CIVIL TAX PRACTICE SUPPLEMENT.  In 1992 he co-authored "Jeopardy and Termination Assessments and Jeopardy Levies" for FEDERAL CIVIL TAX PRACTICE.  

Mr. Morrison has lectured extensively on tax law.  Specifically, he has lectured on:

  • IRS Audits of Attorneys for the Federal Bar Associations in March of 1995;
  • IRS Penalty Provisions for the Chicago Bar Association, Federal Taxation Committee in March of 1990;
  • "Preparer and Penalties" at the Chicago Bar Association seminar "A Practical Guide to Dealing with the Internal Revenue Service" in October of 1988;
  • "Tax Court Discovery" at an IRS Midwest region Continuing Legal Education Seminar in June of 1987;
  • "Tax Fraud" at a Continuing Professional Education Conference of Midwest Region;
  • "IRS Appeals Officers" in June of 1984; and 
  • in March of 1998, Mr. Morrison appeared as a guest on the Chicago Bar Association's Federal Taxation Television Program.

    Prior to entering law school, Mr. Morrison was a telecom engineer.  He attended the University of Illinois at Chicago where he studied engineering.  He received a Bachelors and Masters of Science.  Mr. Morrison graduated with high honors, was recognized as a Illinois State Scholar, received a fellowship and a position as a teaching assistant.
